You need actual things to do in the game in addition to that. Just making it take longer to level up doesn't get people "hooked on training". That MS Mesos is what made people quit en masse pre-Big Bang was having not only a horrible EXP curve, but having nothing to do during all of that. Should you nerf EXP gain, you need to give a reason to justify it via other means from the game.
There is lots of places to train, and that's actually one of the problems the game has. There are far too many places to be at all the time, which makes players stick to one place. Just grinding is simply grinding - gamers need more than that. If they can't have more than just grinding then they'll always default to the map which has the most effective EXP profit and/or is more convenient to get to.
The game demands more linearity, actually, with any alternate content which exists needing to get incentives you can not get in the first location. Example: Area A gives certain equipment, Area B provides the items which upgrade it. Anything. If your choices are simply "another area to gain EXP" then it'll die off. Consistently occurred and will always occur if that continues. At the moment there are too many places than the developers *and players even know what to do with.
Back when locations like Aliens (which still exist, as does LHC and SDH) were pre-nerfed, people never educated out of these places if they had been in that range because of the absolutely ridiculous amount of EXP they handed over all other locations. I really don't believe you get a good grasp of just how these items work to tell the truth, considering you state that these will get folks to go to other places, but you clearly don't understand that it might just perpetuate the issue you are trying to fix. Yeah, it is going to get BillyBobXXX to prevent training at -insert hotspot here, but only because he will migrate to Aliens, and then remain there for 30 levelswithout accepting any EXP lower than that. '
Seeing emptiness about the routine lowers player morale. When morale is low, players stopped. Constantly encountering not a single individual at the same time you progress through the game is very gloomy. I will tough it out since I am a solo participant for the most part, but a lot of Maplestory2 Mesos players can not stomach that.
Also, really combine the host tabs too. If you merge servers together, it ought to be just one tab - one alternative. Maintaining the other tabs only looks messy. Example: If you mix Bera and Windia, do not keep those tabs on the select page, create a new, singular one instead.
